VRP and in-sector (SDC) relocations

Local 1613 recently heard how Chief Fisher attended a muster at the Chula Vista Border Patrol Station (BPS) on March 25, 2009 and conducted a formal discussion with bargaining unit members. During the formal discussion, an agent asked about relocations within the San Diego Sector (SDC), and Chief Fisher told the agents who were present that the Voluntary Relocation Program (VRP) addresses in-sector relocations.
Local 1613 conducted an initial review to determine the validity of his statement and identified numerous agents in SDC who applied for a relocation within SDC under the VRP. The review determined none of the SDC agents were selected for the SDC stations they applied for under the VRP. Local 1613 will be working with the NBPC to review the data from OBP, if and when it is provided, to investigate the matter further.

Therefore, while Chief Fisher may technically be correct in saying the VRP addresses in-sector relocations, he conveniently forgot to mention how he failed to approve any in-sector relocations under the VRP. Apparently, Chief Fisher, like Chief Aguilar, thinks agents will never discover the truth about their statements on topics like the VRP. This is most likely due to their fantasy of operating in an environment where agents are afraid to challenge them for fear of retaliation and the union does not exist to remind them the Border Patrol motto is "Honor First"

As for the unlawful formal discussion held by Chief Fisher, Local 1613 will address the topic in a future update on our site so members can better understand the issue and assist us with holding him accountable for his willful violations.
